Hi
I've only just discovered this as while I was watching a youtube video it keeps buffering.
I ran an mtr test to youtube.com (results in attachment)
I've read somewhere else that "After testing the line, it appears to be banded to 35Mbps. This could be due to a recent network event where DLM hasn't increased it to the maximum for your provisioned product."
I'm just wondering if this could be my problem.
Any other ideas would be gratefully accepted.

There is no packet loss on hop/node 3, just a node mostly not responding to being pinged.
Node 3 passed all the packets onto the subsequent nodes.
All the packets reached the destination node (9) as 0% loss is reported for node 9.

After further testing I have to agree with RichardB, there appears to be no problem with 133.hiper04.sheff.dial.plus.net.uk, however it still does not fix my problem with youtube buffering.
Setup
1 x Windows 10 Pro connected via ethernet to router
1 x Ubuntu Linux connected via ethernet to router
2 x Raspberry Pi connected via ethernet to router
All have the same issue buffering from youtube.
Router connected to FTTC 57Mb
I'm going to swap the router out and will advise.

Swapped router over oddly enough with the same results.
