100% packet loss

Hi, although our fibre has never been particularly fast over the last few weeks it has been very slow and we have 100% packet loss on every device throughout the house via Ethernet and wireless, I have tried resetting router etc and nothing has worked. I have a friend 2 roads away from me and he has the exact same problem. I see on bt service status that they done work a month ago on the exchange near us which effected various phone line code including ours 01702, any updates or ideas how to fix this?

Where does the packet loss come from? if it's 100% then everything should be failing.
I'd run pathping if windows
 pathping -n 8.8.8.8
and copy that into the ticket.

detailed network statistics on Xbox one shows 100% packet loss and a test on iPhone shows it as well.

If you try to go to http://www.bbc.co.uk does that do the same , 100% packet loss should mean no data at all goes through
Also can you reach http://192.168.1.254 or http://192.168.1.1 ; i.e. the router itself , mine is on http://192.168.1.254 and that should open up the technicolor router page no matter what the internet problems.

I can still load up pages fine, if I go watch a video for example it goes very slow and freezes after a few seconds, same as on Xbox one it won't allow me to start online gaming and says 100% packet loss on detailed network statistics which also happens on different devices when I do a similar test.
