From memory - raise a ticket.
There is no charge but you have to promise to be a good boy in future

Do you have webstats enabled. If so see what page / area is being accessed the most which will give you an idea of where to make changes.
The website has only been archived and raising a ticket will get it back, but you do need to find out why it exceeded your traffic allowance and take steps to stop it happening again.
