home area being inserted into blog URL, a new global rewrite ?

I don't have an .htaccess file
Within the last 48 hours I'm seeing my home area being introduced in the URL if I miss off the trainling slash.
eg  ccgi....force9.co.uk/wpBlog  returns as  ccgi...force9.co.uk/~myarea/wpBlog/
If I include it
eg    ccgi....force9.co.uk/wpBlog/  returns as  ccgi...force9.co.uk/wpBlog/
Has a new global Rewrite rule been put in place to achieve this ?    (It wasn't happening on Tuesday)

That's a result of the fix mentioned in section 11 of the faq.
