Oh dear. I'm totally out of my depth and really need help! I need to design and run 3 websites but have no clue where to start. Should I pay to have them done (which is so pricey I think that's out of the question) but I need to know how to administrate them too. HELP AARGH!

It really depends on what you want to do.
I'm no expert on web design either, but there are plenty of packages if you say, just wanted to display some static html pages for information. If you wanted to have dynamic content, then it may be more complicated, but there is plenty of free PHP software you can use.
For example I run some phpBB boards, but then it's not that difficult to install
You can build a site using a CM package, some are listed on the Wikipedia article for phpNuke (one of them):
http://en.wikipedia.org/wiki/PHP-Nuke
Have a look at sites which use those systems to get an idea if that will suit you.
If you give us more information as to exactly what you want from the sites, I am sure someone more knowledgeable than me can help

You can host them on Plus net so thats not a problem.
If you just want something simple then at the simplest level you can produce a document in any web design package and its as simple as writing a letter.
There are lots of free packages and if you have got word you can just save a word doc as a webpage.
Many of the top packages like Dreamweaver and Ms Expression have a free month or more trial which may do you if you dont want to change it much.
Most of these have templates to make the job simple

OpenOffice "www.openoffice.org" is a complete suite of spreadsheet, database, wordprocessor and more. It does all that word does and is FREE.
You can also create pdf files with it.
