Transfer Domain Out

Hi

I'm hoping someone can help, i need to transfer my domain to another provider and as the transfer out option is no longer available and the online chat seems to be unavailable I thought i'd see if i can get an answer here.

How do i go about getting this actioned? I need the IPS Tag set to IONOS
