Simple blog site recommendation?

I dont have cgi space - just standard webspace.
I was going to have a bit of a play with a blog - but it looks like my choices are a bit limited (Wordpress/Joomla!, Drupal cannot install, Ghost needs node.js).
Anyone recommend a nice tool suite? Is it a case of roll your own pages only?

Standard webspace is suitable only for static HTML pages. Support for dynamic content using CGI is essential for updating a blog.
If your aim is simply to experiment you might consider the free facilities offered by WordPress.com (https://wordpress.com/).

I was thinking of something more like the ones here :-

I'm having a quick go with Hugo at the moment. Local server is ok, but the themes dont seem to transfer into the static pages.
Might try Hexo next.
