but at least with a different router you can then use other options such as OpenDNS

Why go the expense of a new router ? why not try a different software

I want to restrict all devices. Numerous laptops, mobiles, tablets, chromebook without having to configure each one. I know that each device could change DNS, but that is currently beyond the kids' knowledge.

I use Azure a lot and need to open its firewall for my IP address, hence, fixed IP.

This really shouldn't be that hard. OpenDNS works perfectly and so SafeGurad could be that good. Equally, why not allow DNS settings to be changed as an alternative fix?
