Safeguard "Allowed Sites" not being allowed

I have Safeguard turned on but I've needed to allow a couple of sites - can't understand why, they are both for throwaway email address services. Despite being on the Allow list, these sites are being blocked. Why? How can I get Safeguard working? Maybe PN would like to review why they are blocking mt2015.com and www.mytrashmail.vom

Bit of an update. This behaviour is not consistent. Sometimes he site will load correct. Sometimes.
