SafeGuard won’t stay enabled! Please help!

Please please can someone help me?!!! My safeguard has never worked. I have followed every single instruction to the letter but still when I switch it to on and save changes it immediately turned back to grey and off!!! It’s never worked. I’ve been trying for months! I have young children here and they’re able to view extremely adult content! Please help! I’m at my wits end!

Thank you. Yes I have tried every thing I could possibly find on the subject and it still doesn’t work.
