[PAYH] Can't access MySQL databases remotely?

I use official MySQL GUI tools which is miles better than phpMyAdmin. Whenever I try to connect I get the error:

I'm using a PlusNet connection by the way. Why is this? I was able to access the CCGI database humbug.plus.net fine.
