MySQL and port blocking

We know that PAYH blocks port 3306 (vide the outstanding PUGIT request).
We also know that the CCGI environment does not block 3306 on PN IP addresses (vide this forum)
Q: Is 3306 to (CCGI) MySQL blocked to non-PN IP addresses?
(I have a user coming in via BT broadband who appears to be blocked and this could be either PN or BT themselves...)

Yes, it's blocked from non-Plusnet addresses

You'll only be able to connect to your PN database from our network.
