Several things to try:
1) reboot PC/router
2) Disable any software firewalls and anti-virus apps
3) try a different FTP client
4) Use passive instead of active mode or the reverse if already tried passive
5) Use ftp2.plus.net instead of ftp.plus.net (assuming you are uploading to your www homepages webspace). If to ccgi try ccgi.plus.net or cshell.plus.net

Check which mode of FTP is being used.
Passive FTP can cause problems as related to where the FTP Server is connecting to the client for the file transfer.
Active FTP will connect from client to server.
Both could be related to firewall or similar.
There are sometimes issues with FTP Data Transfer mode.
Check the mode is being set for FTP to transfer in BINARY mode.
I have had similar experiences where file transfer has completely stopped,
every time i've had this similar experience,
I've just given it another few goes and it's been ok,
as I don't use FTP primarily I've not noticed it with FTP only with SSH.
Hope this helps.
