Failed billing plus net message

I am unable to go on http sites due being redirected to " http://failed.billing.plus.net/apps/payment/failed" each time.  What I am does this mean as I pay my account by ddr

I am sorry to hear that this is occurring and for any inconvenience this is causing. Having checked the account I am not seeing anything that could be causing this and would firstly like to make sure we are looking at the right one.
