FTP sessions limit

The maximum number of FTP sessions PN Apache allows at any one time across all users is, I believe, closely capped.
However, DAK if there are/were different caps on FTP transfers:
- between PN servers (e.g. Home pages < = >PN CCGI; Home pages < = > PAYH)
- between PN and non-PN servers (Home pages < = > Hostopia)
- between user client FTP agents and PN servers
possibly governed on IP address range?
Why the question? Some of my websites make extensive use of (passive) FTP transfers of small files from Home pages to Hostopia PHP. After updating, these files are transfered back again.
After moving my PHP from PAYH to Hostopia, around 90% of ftp_connect operations fail initially but almost always connect immediately when retried. (This, in passing, seems very odd anyway since if this is caused by an inability to get an FTP session, an FTP sessions cap should not present itself so 'asymmetrically')

Several problem dialogues I've had with Hostopia suggest that they tightly restrict the use of outbound connections to other hosts, however this doesn't really explain the symptoms you're reporting. We could do with some more detail around this and a test script to provide the evidence to Hostopia in a fairly simple format.

For future reference (and since it was a far from straightforward problem), did Hostopia say what they had amended ?
