I can't get <!--#exec cgi=" ..."--> to do anything except give an error. It works with the
ExecCGI
option in the .htaccess file on another host. Is this because ExecCGI is turned off by plusnet, or am I missing something obvious?

Are you trying to do this on your normal webspace?

I was hoping that I would be able to get it to work from my homepages.plus.net htdocs directory, but it doesn't work there. I tried getting it to work in my ccgi space. I can get <!--#include file=" . . . "--> to work in my ccgi space but not #exec cgi. The .htaccess file is
AddType text/html .html
AddHandler server-parsed .html
Options Includes ExecCGI FollowSymlinks
I was hoping to serve a dynamic page as the index.html file in my homepages.plus.net space using a cgi-bin script on ccgi.

I had a look at what's on offer with PAYH and, if I am not mistaken, there is no shell access. What's the good of that? I'm going to have to look elsewhere.

Why do you need shell access? You can edit files from within the file manager on PAYH if that was your concern.
I think you'll find many hosting services do not have shell access.
