Council refused planning permission for FTTC - anything a customer can do?

I left Plusnet at the end of last year because I wanted faster fibre broadband and Virgin Media were able to offer that in my area. Unfortunately the Virgin connection has been extremely unreliable (outages literally every day for the first 4 months, and at least 1-2 per week ever since, often for several hours at a time). Apparently they have "over-utilisation on the upstream" issues in my local area which are unlikely to be resolved any time soon. I'd like to ditch them and switch back to Plusnet on a FTTC connection, but the local council has apparently refused planning permission for the Openreach cabinet upgrade (Richmond Kew Exchange, cabinet 8).

Is there anything that someone like me can do to get the council's decision reconsidered?

I read the article below and it seemed to offer hope to people in my situation, but do these changes actually help me?

Make a nuisance of yourself with your MP and write to the Culture Secretary.

A follow-up question...if I can somehow get the Council to revisit/reverse the decision, how can I then get Openreach to follow it up?

I’d take it one step at a time. Alternatively you could try asking Openreach to appeal the planning decision.

Thanks for that. I was wondering how/if Openreach could be contacted by ordinary people!
