Cannot connect to my webspace via FTP this morning?

Just noticed that my webcam jpg upload has not been working since 07:17 this morning, tried to FTP into my webspace (non CGI) and cannot connect?
Just to be clear I can connect to the Internet etc, and the FTP is just timing out without connecting. Looking at my logs I see there have been problems with FTP on an off all this morning.
Any help appreciated, perhaps I need to raise a ticket?

Are you still having problems? I've just managed to connect to your webspace without any difficulties.

Thanks for checking Bob. Unfortunately I am still having problems with FTP timeouts.
Just in case I restarted my FTTC modem earlier and left things while I was out.
I noticed that occasionally a transfer from my webcam got through to my weather Web site hosted on PN, and that a PC that uploads some data to that Web site also is lagging behind a lot, only updating it last at 09:50.
I still cannot connect to my webspace via FTP, it just times out. Normally everything is very snappy here on FTTC, and I have changed nothing since it was all working last evening.
I may try and see if I can connect by using my 3G phone as a hotspot as a test now.

I tried connecting via my mobile phone 3G and it works fine on FTP.
Something odd with the routing perhaps via the PN network. I will switch off my airport router and the Modem for a few minutes and see if that clears it.

Still no luck here Bob. I restarted my Airport Extreme router and the FTTC modem. Accessing sites are quick, including my own PN Web site, just cannot FTP into it, and my weather computers are having problems sending files to the Web site too, though they are uploading to other weather sites fine, so the problem just relates to my own webspace over the PlusNet connection. I did try using a VPN connection I have to another site that does not use PN as the ISP, but that also failed. The only thing that worked was over the O2 3G connection, which did work. I will check it again in case it was a fluke. From looking at my Web site I can see when the last time a webcam jpg got transferred, they are sent every minute. Last one was 12:06, so it works sometimes.
All I get from the FTP log is
Could not read reply from control connection -- timed out. (SReadline 1)
Cannot recover from miscellaneous open error -193.

Are you on a fixed or variable IP? If variable try disconnecting and reconnecting and make sure you get a new IP.

Tried again via O2 3G hotspot and ftp works fine, but still no joy over PN FTTC.

Bob, from what I can see it seems to be that pn or something is blocking access from my IP address only. Has it somehow become blacklisted?
I need a fixed IP here, so cannot  change it, except by using an alternative network like my O2 3G.
Hope you have enough clues to find this problem. Odd it only stated today, I initially thought it was some scheduled maintenance that had overrun and it would fix itself. Even odder is that a few times today some of my uploads from the weather station have got through, but very rarely.

Apart from using O2, have you tried a different device through PN's network ?
What results do you get if you
1. Ping the site
2. Tracert

Ping works OK, other devices here have the same problems (a Mac, a Windows PC and a Rpi linux box).  I do get the initial FTP connection (connected to ftp.plus.net), but then no further ftp dialog, no chance to enter user & password.  421 Service not available, remote server timed out. Connection closed.
I also see connection closed by host messages in my log from my weather station on the linux box:

ftp.plus.net appears to resolve to two IP addresses: 212.159.8.91 and
212.159.9.91
The former works OK, the latter seems to be broken.
