In the e-mail I got when activating my cgi space it says:
You should be able to upload files within the next 30
minutes and your content will be viewable over the internet in a
few hours time
How long is the few hours?
I am still getting the following after almost 3 hours:
Server not found
Firefox can't find the server at ccgi.scorpuk.plus.com.
Check the address for typing errors such as
ww.example.com instead of
www.example.com
If you are unable to load any pages, check your computer's network
connection.
If your computer or network is protected by a firewall or proxy, make sure
that Firefox is permitted to access the Web.
This is for http://ccgi.scorpuk.plus.com/phptest.php, chmod'd to 700.

Well the address is working for me, but I get a 404 error on the link you posted. And a 403 "Access Forbidden" error if I try the url without the filename (I would expect this).

I too am now getting 404:
