CGI-BIN problems

Hello - I am trying to setup Wordpress and have uploaded all the files, including the updated Wordpress config file with mySQL user, db and password.
My problem is I can not execute CGI scripts in CGI-BIN in my account (http://www.ownplace.plus.com) - I can't even access .html files in the CGI-BIN - Please Help!

It work work in cgi-bin - you need to install it outside of there
