[CCGI] CGI not working.

I've enabled CGI in my control panel but had no confirmation email, ive tried re-enabling it several times and it doesnt seem to work at all, ive given it a couple of days to no avail.
I followed all the instructions to upload onto my CCGI hosting but it just wont let me connect, i can use my normal hosting just fine but all my php is currently useless. i cant even visit my CCGI site it just tells me that its restricted.

Unless you've uploaded an index file to your ccgi space you'll get an error similar to this:

You don't have permission to access / on this server.

You can't upload to the ccgi server from external to the Plusnet network, so if you are currently using a different connection, you won't be able to FTP.

So i need to wait until my Plus internet is activated before i can use my CGi space?
