Unfortunately current Plusnet broadband products do not come with any webspace so the short answer is probably that you can't.
That's unless you have (or had) a legacy (no longer sold) product from some years ago that did provide cgi webspace. Assuming this is not the case you'd be looking to third party hosting if you want to set up a blog.
