Are non-Plusnet locked out from connecting to my FTP account?.. Any work around?

Hi, I've been trying to get Joomla imported to my Plusnet cgi webspace.  I've followed all the instructions and still no joy.  Got to the point where I was willing to just pay someone to make it work. 
Trouble is they say my login details won't work for them, I think they might be locked out because they are not Plusnet users. 
I'm tearing my hear out now.  Please can someone tell me how to get around this?  Please!!!???

You can not connect to the CGI Servers with a non PlusNet or F9 connection.
But you can on the PAYH platform.
