TCP

Hi, hopefully some people can shed some light on this topic for me...I recently attempted to understand about the new FAST system over that of TCP in an article in a computer magazine (either micromart or computer shopper...can't remember)

After thought, would the TCP be limited to a computers Upload speed rather than the download speed?

For example as the TCP can only recieve ACK packets at the upload speed of a computer, would the increased time delays between packets be increased to settle the connection at the speed that the ACK packets are being sent at?

If i'm talking complete dribble then please bail me out here.

If not can anyone better explain the TCP limitations to me and possibly the ins and outs of the new FAST system.

Thanks a lot.
