Proxy settings

where? in IE?

Proxy settings are to tell your computer where to send all internet bound traffic first, eg to ur gateway PC, or from the gateway to a proxy online that will then forward the packets to the original destination, and thus masking your own IP.

The are normaly automaticaly configured in IE // XP to the default Gateway that you set in your network connections, however if you goto tools -> internet options -> connections you can set your own one up (one thaty ou find on a proxy listing website maybe)

You would want to change them to mask your identity, if you get known as an ip (even a proxied ip) then some one can ban that ip, so all you do is change your proxy, and your entire identity onilne changes.
