Our web server does not download all frames correctly

We use PNet as our ISP and we are hosting our own website. We have configured port forwarding on our router to point to our web server machine. IIS is a standard setup and we run ISAPI.
The first web page loads 5 frames - each frame retrieves icons and data from a database - however - clients are not receiving all of the icons or html pages for all of the frames - it randomly seems to load different frames at different times - but never all.
I have set up exactly the same scenario at another office who have a different ISP and different router and that all works fine - clients always get all of the icons, menus, frames and html pages.
We have a Westell router, a new dell pc running XP for the web server.
Any ideas as to why not all of the requested information is getting down to the clients?

Can you post a URL to a page that fails?

Have you checked your webserver logs to see if there are any problems being reported in serving pages or getting page not found errors. DOn't know IIS so can't say where to look or what to look for.

Is the website static or created dynamically say using ASP or perl etc?
