BT Wholsale - Service Information Message

In the last week or so I have had the following screen when I open IE having dialled up my broadband connection, this has happened 5 or 6 times. Disconnecting and redailling one or more times fixes the problem.

Is anyone else getting this.
Any ideas. I appreciate that the message tells me exactly what could cause the issue, but I still don't understand. Have I got a virus.
(In addition I can't receive emails (Outlook) when this message has appeared).
