raising a ticket

Once again I've been instructed to raise a ticket with no instructions on how to do so. I don't know/can't remember what a "ticket" is.
Can anyone please direct me to the page where this is explained.
(I'm trying to restore emails from a little used mail box)

No mention of "tickets" there.
But I have been able to ask a question - I did so under the title "Request a Tax Invoice" (what else?)
