Third party business email smtp problems

Someone who is using my Plusnet connection to access their business hosting company's email server as started having problems.
They have asked me to have a look
MSOutlook refuses to connect to the sending smtp server.
Before I tackle the hosting provider I need to check Plusnet is not for some reason blocking MSoutlook from accessing the server.
They can use the pop3 server (pop.mail.x-isp.net on port 110) to download the mail OK so it's not a password problem.
Outlook gives an error message that it is unable to connect to the outgoing smtp server.
The connection is to post.mail.x-isp.net using port 465 with ssl.
They use both a webmail access mostly and MS outlook less frequently - and the last time MS outlook was known to send correctly was 10th July.
The hosting provider is Demon who have now subcontracted some old accounts migrated years ago from Legend hosting all to be managed by Alphdex - so I'm not really sure who is doing what here.
Frankly my attitude is likely to be one of: it worked: now it don't: your problem: fix it.....
However before I tackle Alphadex I need to be sure seeing as it is being accessed via my Plusnet internet connection that Plusnet have not changed anything recently that might make MSoutlook stop sending
(Doesn't really help that here I'm the partially sighted in charge of the totally blind when it comes to hosting to use a well known phrase!).
and it doesn't help even more that they have asked an IT schools head who says it's something we have done as its unlikely to be the hosting company....so it all becomes my fault....................

I don't know if this is relevant but 10th July 2013 is the day following 'MS patch Tuesday' when software updates are often applied. Was an update to MS Outlook applied between "working" and "not working"?
