Have you got the IP of the specific server that is blacklisted in that range?

I've just checked a few numbers in that range and it appears to be end users IP addresses, not Plusnet servers.
The previous problems were when the Plusnet relay servers themselves were listed.
It probably means a user's machine is compromised and sending mail out direct, not via the relays.
