Basically it's intended to fix a problem where spam emails with corrupted headers get 'stuck' in the mail queues until they're purged days later. It also puts some foundation code in place to allow us to improve our outbound spam filtering at some point in the future.
No problems expected but keep your eyes peeled in case you come across any problems with the sending of email over the coming days...
