mail.plus.net responds OK for me, and I'd expect others to post in this forum if the problem was a general one.
The error code you encountered is often associated with slow connections or antivirus checks slowing down receipt of the message by your email program. Does your antivirus scan incoming emails? If so could you try with this temporarily disabled?
It's possible a message with a large attachment has been received which could take significant time to scan. You could try logging into webmail to check which messages are due for POP3 download.

I have checked my inbox in webmail and it is showing as empty.

Is Inbox empty because there is no recent mail? Or because your email program has managed to connect again and has downloaded them?
