One computer won't send email today

And it just happens to be my boss's one.
Unfortunately we all use Livemail and he uses Outlook, so I've not been able to get a meaningful error message out of it apart from something like "server timed out".
An outlook-generated "test message" went through almost immediately, so the settings are OK.
I'm not sure what to do next except reboot the computer and hope it clears up.

This could be a local network connectivity issue - can the PC see the internet?
Can the PC Ping relay.plus.net?
Is there a large email awaiting being sent?
What do the error logs report?  Iirc outlook posts into one of the event logs.

Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.

There was a 1M email in the queue. Apparently it cleared up once that was deleted.
I didn't think of event logs.
