Office 2016 on Windows 10 stops sending email

As a trial, I installed the trial version of Office 2016 on my trial copy of Windows 10 (latest version 10240).  I set up Outlook and send my first email on 13th July.  Everything worked fine until Friday afternoon (24th July).  I had already sent 3 emails that day but then I was unable to send number 4 and it has not worked since for sending, although receiving continues as normal.  I get a variety of error messages when trying to send but it seems to time-out without getting anywhere.
If I revert to Outlook 2003 on Windows 7 I have no problems.
About the time of the error I cut the power to my router and it wrongly reverted to factory settings.  I re-entered all the setting and my internet connection is fine but perhaps there is some subtle connection?

The most common error code is 0x800CCC13 cannot connect to network.  But receiving works perfectly well.  Just to confirm, I'm using relay.plus.net on port 25 with security set to none and this worked fine until last Friday afternoon.  I can still receive emails (and still send them if I switch to Windows 7 + Outlook 2003).

This time it's error 0x800CCC0B 'unknown error' after a long wait.  Then 0x800CCC13 (very quickly) at the next attempt.

It's definitely software either way then.
Tried reinstalling it and have you checked your security software (in case you use any in addition to the native Windows stuff).

I tried a quick and a full re-install to no avail.  I also tried a System Restore to the day before the problem arose and that didn't work.  And Microsoft has blocked further activations of the Windows 10 preview so I don't have the option of starting again from scratch.

There is a known problem with some Windows 10 upgrades that stop Outlook (mine was 2013) sending mail with that error message. See http://www.msoutlook.info/question/cannot-send-after-windows-10-upgrade
The solution is to run sfc /scannow in an administrative command window, let it complete & reboot. I suppose it is possible that an update pushed to the preview has cause the same issue.

This was something I hadn't tested as mail was coming in ok on my Outlook 2013.
