By default, Roundcube (the software we use for Webmail) does not limit the number of allowed recipients. Our outbound mail servers will though. Last I was aware this limit was around 1000 recipients per hour/250 recipients per email.

My husband tried to send an email to 90 recipients and got an error saying 'too many recipients'. He halved the number but got the same message. He then just tried sending it to one but still got the same error. He saved the email as a draft and then tried sending a test email to me but got the same error. So he logged out of webmail and accessed the account via his iPad and was able to retrieve the draft and send it to all 90 recipients! So I assumed it was a limit within webmail.
We may be making use of that Roundcube setting, I'd have to check. Although having said that, it sounds like server response rather than an error the software would return
