IMAP constantly reloading Emails
There are 500 emails currently in the inbox accessed on an iPad via IMAP. Even though these are also sitting in the iPad inbox the system rloads them all again every time not just the new messages. I feel we have not set something correctly either here or at the server end.

No you have not set up anything wrong, it is more than likely that the Apple email program has got its IMAP sync status internals screwed. I see that same problem on my iPhone with a tsohosts email account but not on the (8 or so) Plusnet mailboxes.
You could try any of the following...
- Restart the email app on the ipad - double press the HOME button and swipe the mail app off the screen
- Restart the ipad
- Delete the email account on the iPad and set it up again
