I got Samsung email now working, there is no STARTTLS for outgoing messages, you need to use SSL with port 465, not sure if I used the incorrect port last time I set it up
EDIT: So hopefully these will be correct
IMAP: imap.force9.net port 993 encryption SSL
SMTP: relay.force9.net port 465 encryption SSL

@Dan_the_Van what no TLS option at all ? that's pretty bad . SSL on port 465 is deprecated.
Going through that link I posted above seems to show a TLS option on outgoing , maybe thats just forcing TLS instead of STARTTLS which requests it but will continue if not available.
Could you give that a try please ?

The options are.
SSL
SSL (accept all certificates)
TLS
TLS (accept all certificates)
making the outgoing setting to TTL changes the port to 25
Still logs in, send and receives email as expected.

@Dan_the_Van sorry to be a pain , but did you try manually setting the port to 587 with TLS ? as that's technically the correct configuration

manually changed to 587, still working.
Can't recall the options I used when I first tried setting it up.
plusnet email help says to use SSL/TTL port 465 if STARTTLS is not available.

@Dan_the_Van thanks. In that case I'd suggest that the best outgoing settings for using the Samsung client would be TLS using port 587.
Port 465 is likely to be dropped by many mail servers since its use has been deprecated for a while now.
Port 25 is not a good idea as some ISP's will block access on it, since its really the port used for comms between MTAs. Client email submission should really be on port 587 whether TLS or not.
My understanding of the difference between TLS & STARTTLS is that STARTTLS means that the client will request TLS but that if the server doesnt support it, will continue unencrypted. TLS means the client insists on using TLS and will fail if the server doesnt support it. TLS hadn't ought to be a problem nowadays as just about any email servers supports it.

I fear that I've had no success having tried all the suggested settings and I'm tearing my hair out over the issue!! I wish that things were easier as force9 seems to be a little used webmail service and far from straightforward. I gather my friend had been having difficulties for some time accessing emails and that is why she cleared data from the mail app on her phone. Little did she realise how difficult signing in again would be. (I wish she had been using something more straightforward such as Gmail!) I do have more computer knowledge than she does so that is why I'm trying to help.

You are not tied to using the Samsung email app, I used to use gmail app.
The problem with email apps they can make up the server settings, I think I've got this correct
I suggest you delete the account and start again.
Add account >Select other
Add you email address and password >then select manual setup
Select your required account type POP3 or IMAP
Below the Email address (something@accountname.force9.co.uk) Username > this is the f9 account you use to login with the Webmail
which is either accountname or accountname+mailboxname
For IMAP - Incoming server is likely be wrong, it needs to read imap.force9.net SSL Port 993
For POP3 - Incoming server is likely be wrong, it needs to read mail.force9.net SSL Port 995
Outgoing server will also be wrong, it needs to read relay.force9.net TTL Port 587
Require authentication to send emails need to be ON this should be the username; accountname or accountname+mailboxname

@Dan_the_Vai have just realised that there is no option to choose TTL as an outgoing port. Only SSL and TSL So maybe I have the wrong port number
