Glbalnet legacy email

My outlook mail will receive messages to globalnet but refuses to send them It just sits there and if I try to delete it insists that it has started transmission and nothing can be done webmail working fine. This is a regular issue for me and it is making me wish I could fix it. Very frustrating - any help appreciated

Has this set up ever worked or is it a new setup?

Which version / incarnation of Outlook?

In another browser tab, login into the Plusnet user portal BEFORE clicking the fault & ticket links
