Error ID 0x800ccc0E

Today I tried to check my plusnet account emails in Windows Live but it wouldn't let me send or receive.
I got error 0x800cccoe
Protocol POP3
Port 110
Secure (SSL) No
Socket Error 10013
Yesterday I installed Norton 360 (which is what I normally use), so perhaps it's got something to do with that?
Could someone please advise me how to send/receive? thanks

Norton 360 is the most likely cause of this problem. I suggest trying with email scanning turned off.
