Being in Gibraltar does NOT explain the problem. I have been here for 2 years and at times the system has worked as it should. One email list in particular I have happily used in the past without any problems.
I am not trying to send to lots of people just a list of 10 friends. I CAN send 10 separate emails in a short time period something has been changed and the system is triggering the "too many" alert. Also once the message "too many rcpts "comes it blocks emails even to one person for a period of time.

Being in Gibraltar might not explain the problem to your satisfaction but from a problem analysis perspective it shines a significant level of light on the issue. As I hinted before, the acceptable sending limitations are quite different for UK IP addresses compared to OS IP addresses.
You state "I have been here for 2 years and at times the system has worked as it should" - does that infer that you have experienced this same issue for some time ... rather than it being a new problem? Have you ever been able to send one email to 10 addressees whilst in Gibraltar using your Plusnet service without ever encountering this issue?
This issue is related to the number of attempted addressees and mail items in a time period, therefore having triggered the threshold, no further emails will be accepted from that IP address until the time period has expired. You mentioned that your husband has not encountered this issue. Is he using the same internet service (read IP address) and the same Plusnet account / email service?
There is some chance that the thresholds have been changed, but I doubt it.

I don't send emails to a lot of people very often but this time last year I emailed the same group of friends - 11 of them, cc-ing myself with no problems.
I wouldn't know when things changed as I probably usually send a max of about 5 emails at one sitting.
I started having problems when we were planning our meeting in May this year at that time I thought the problem was with one of the recipient's email addresses as it was the first time since moving here that I had problems.
If not being in the UK is a known factor where is the documentation to help?

@SallyB TBH there's not a lot that you can do to help. I'll try and explain a little below.
Like most ISP's, PlusNet take steps to avoid their email servers being blacklisted as senders of spam. Whilst the exact method and algorithm is not published (for obvious reasons), it is known that the sending IP reputation and the rate at which messages are being sent are major factors.
In terms of the rate, you would expect that the vast majority of messages being sent via the PlusNet servers are from Plusnet allocated IP's, with small amounts being sent from other ISP networks such as mobile networks and non UK networks. Therefore a lower rate for potential spam detection is used for non-Plusnet IP's.
Now the situation can be complicated by the fact that IP addresses are reallocated by people disconnecting and reconnecting so the IP you are allocated when connecting to a network may have previously been used to send lots of email and thus acquired a poor reputation. Additionally some networks, particularly mobile ones, 'share' public IP addresses (using CGNAT) across lots of users.
So in your case, it may not be the messages that you are sending that trigger the limit, but other users (and previous ones) on the same network that are or have been allocated the same IP that are causing the problem.
I have had experience of this myself. In the winter I used to spend a couple of months in Portugal, initially the property we rented used a mobile network for broaband and I often got the 452 error when sending email and had to wait and try again. In the later years the property changed to using a cable network for better internet, and the IP address allocated was more stable. This reduced the frequency of being unable to send mail, although it still happened occasionally.
So as you can see, the mechanism to prevent spam is not perfect. It may well be that PlusNet have changed the algorithm but if so they will, for obvious reasons, not give details.

Thank you - this is clearer - the role different ip addresses play may also explain my varied experience as I our router has been changed and I think every time it is rebooted we can be assigned a different ip address which may then be treated differently.....
For the association I have taken over a role in I need to find a sustainable solution so I will drag them into upgrading their communication to using a mailing list!!!!

I have no vested interest, but our charity use "Simplelists" which seems to work well - about £40 a year I think.
