usb hard drive

What version of USB does the drive require - USB 1 or USB 2?

What version of USB does your PC support and what version socket are you using?

What Windows version are you using?

A silly Q I know but have you read and followed the installation instructions properly and if drivers are required that you connected the USB drive when the instructions indicated. Some drivers will not install properly if the device is plugged in at the time or at the wrong time.

Is this a power problem, is your PSU "big" enough? Cheesy

usb hard drive

Its an external drive so it takes power from its own connector, I would assume the USB cable or port is either damaged or dirty. try cleaning them or using a diff cord to check.
