surely, this is not "broadband"? is there a speed that is the minimum to be classed as 'broadband'?

Apparently:

"The results of our tests show no fault with your broadband connection. Completed speed tests show that your connection speed is: none found

According to BT, this speed is within the limits of acceptable performance for broadband service."

The generally accepted definition of Broadband is any thing which is faster than dialup or ISDN so that means faster than 128Kbps.

400K is the minimum speed deemed acceptable by BT for a 2MB or faster line.
