Premier Restrictions

As I understand it, bandwidth on Premier 1 is restricted during peak hours if a certain volume of data has been transferred during peak hours in the same month.

I currently share a house with others, and the upper limit of 15GB during peak hours has been crossed - which, according to http://www.plus.net/support/broadband/network/traffic_management.shtml, means that peer to peer traffic, FTP traffic and usenet traffic will be blocked entirely from 16:00 to 00:00, while all other traffic will be restricted to a speed of 0.5MBit.

However, at 01:30 last night, FTP traffic was still being blocked (I believe it worked about an hour later), and access in general was not as fast as it was before the restrictions were brought in.

Is this a teething problem, or is there something I'm missing?

There are many, many teething problems - the whole system sucks...they shouldn't have started using it so soon.
