New customers requesting migration

It occurs to me that new customers requesting migration should pay PN the cost of connection, after all they can migrate free, so this means they escape the connection fee if PN allow them to migrate for nowt. However perhaps PN should allow them to CANCEL broadband free, they would then have to pay their new ISP the connection fee.
If PN allowed new customers to migrate free, without reimbursing the connection charge, then people with nous would join PN and then migrate, thus, unfairly saving their connection charge.

this has been mentioned in another thread, but i doubt deactivation puts BT's activation fee back in plusnet's pocket, so it's an unlikely situation.
