This might be completely wrong but I noticed that when logged into the portal all images are loaded via https meaning that most browsers will not cache them.
For dial up connections this slows things down a lot, and no doubt adds significant load to the portal web server.

If you don't load the images from https:// when you are on an https page, I believe you get "This page contains mixed content" warnings in Internet Explorer. If you remove the s from the URL, you can then use the http:// version of the portal until you need to do something with your account that requires https://
