BB+, speed upgrade and usage cap

As I understand it, the peaktime 3GB soft cap on BB+ means that as you go over that 3GB, your bandwidth gets progressively throttled.
This could quickly become noticeable I guess if you are on 1MB or 2MB services.
However with an upgrade to 8MB (when of course it comes along), even assuming a "real" achievable bandwidth of say 6MB, then going over your 3GB should surely mean that you might never see available bandwidth throttled even as far as your "old" 1 or 2MB (unless management is applied very aggressively of course) .
Thus it could work out that the speed increase leads in a sense to an effective increase in the download limit ... or have I made an assumption too far somewhere? I've been pretty grumpy about changes in download restrictions so I'm looking for a silver lining here!
Could anyone offer comments or clarification?
thanks in advance

Doubt it mate PN will have thought about that - use much over 3GB and you will probably end up on 128kbps. :?
