I see loads of unread posts when viewing the main forum and checking each sub section, but if I use http://community.plus.net/forum/index.php?action=unread at times it returns none. The attachment is from just now, but clicking unread it gives me no threads

That is probably the intended behaviour. There are two different lists of unread posts.
- Recent Unread Topics / unread posts since last visit - can be empty even though there are unread posts on the boards
- All Unread Topics

Just to expand on what ejs said a little:
When you click UNREAD POSTS it goes to http://community.plus.net/forum/index.php?action=unread. The title on that page is Recent Unread Topics. At the right above the list of posts is a link All Unread Topics which goes to https://community.plus.net/forum/index.php?action=unread;all;start=0.
Something else you might not be aware of:
Clicking on the forum list gives you the recent unread topics in the forum. There's then a All Unread Topics within the forum link at the top right.
Clicking the little icon beside the title of a topic takes you to the first unread post within the topic.

Then fault of the main link on the forum, even its tooltip says it should be the other link

The tooltip is correct - it is unread posts since last visit.
Note that visit will be a browser session, it may need you to fully close the browser, not just go to other web pages or close the tab.
