Should I be able to reply in Announcements?

I have just been reading some threads in "Announcements" and was minded to reply to one of them. However I then noticed that the "reply" button was missing from the left of "Notify of replies" button si I couldn't reply.
Am I missing anything obvious?

You should be able to reply to non locked threads.

I don't have permission to reply to "Announcements" either, even when lots of other people are (hence not locked).  I'd always assumed it was because of being in the Usergroup group, and permissions hadn't been granted to that group.  I'd just never got round to asking about it!

They are not locked

ps I'm not in the Usergroup group

I've just checked with my standard account and can reply ok.

There is a problem with permissions.
Leave it with me I am investigating
