Peak time latency spikes

I have had a fault ticket open for nearly 2 weeks now... due to speed and ping issues..
I would say it is due to this.. 
Why on earth didn't the faults dept think about this?
I even started a thread:

I am on the PCL-AG03 gate way if it helps.

its back tonight on ptw-ag02, trying to watch topgear on IPlayer and getting caching at the moment

Gus:  Not the same problem.  Looks like that gateway end point was really busy last night.  I'm getting the team to have a dig to make sure all is ok.

I was getting 4OD buffering last night at about 8:00pm. Speed tests were variable but between 1 and 5 Mbps where I nornally get over 15. This morning it's back to normal - gateway is ptw-ag04.

BBC iplayer has been poor tonight constant buffering thats just on standard definition.

(currently undergoing "training" so I'll probably be gateway hopping at some point)

As you've seen we're stopping the spikes pretty quickly after they begin, but it's that they are happening at all that we need to fix. We should have some more info later this week/early next week about out plans to try and resolve this.

Did anyone suffer an outage last night at 02:02 on pcl-ag04 for 7 mins?
