New Ofcom Market bands announced

Okies, first up, I searched and couldn't find anything relevant, second up, if this is in the wrong place feel free to move it.
Onwards ... .. .
On Dec. 3rd Ofcom published a revised list of markets for broadband.

Couple of questions.
1) Apparently consultation on the proposed changes will be over by the end of the year, do they by default kick in, unless otherwise notified?
2) Will Plusnet seamlessly adopt the new structure?
I have a vested interest my exchange has moved from 2 to 3 Wink

Questions for PlusNet agents:
1) Will existing users whose Exchange is changing to Market 3 have their accounts re-priced automatically?
2) And, will existing Discounts remain the same?

bah that's a big PDF to trawl through and none the wiser at this time of night after a quick glance as to what is happening to my exchange.  The appendix shows NSIMD as Market 2 but its currently Market 1, or is that what its changing to?

Well, well!  Shocked
IF PlusNet do actually follow this new structure within the next month or two, it might just be the carrot that persuades me to stay and move to a new package. The £6 premium for mkt1&2 make the packages incredibly unattractive. Looks like I'm one of the lucky one that gets a market "improvement".

I vaguely recall that previous procedure was to offer the cheaper prices to eligible people immediately, and to defer any increase in price until the end of the contract period.
However, with all contracts being 10 days now, I have no idea what the current procedure will be.  Undecided

Any chance of a PlusNet rep making a definitive statement about this (either here or as a blog posting on the community front page)?
The timescale is unclear. The linked page discusses "consultations" by the end of the year, not necessarily implementations, yet Samknows has already changed the market rating of my exchange to the proposed new value.
Some clarity would be welcome. People are sensitive to pricing, as can be seen from the furore in the VAT non-increase thread. This issue could influence many minds.

Having checked the status of the exchange of one of my referrals on Sam Knows HERE I called in to ask if the price of her Plusnet Extra product could be reduced.  Alas the system is not showing it as market 3 so nothing can be done at the moment.
How long will it take for it to show the correct banding?  Also, will I have to keep calling in to check or will it be automatically adjusted?
Sorry if the questions are the same as above but an answer would be good please.
